Official Osaka materials describe a programme that began major construction in April 2025 and targets completion around summer 2030, with an opening objective around autumn 2030. The scheme brings the main resort buildings together with MICE facilities, hotels, a tourism centre, energy infrastructure, ferry functions and landscaped areas. Ground conditions are strategic, not preliminary
